Project Overview

AMA were appointed by Fox Lloyd Jones / Pickard Properties / Unipol to provide highways advice on a c.600 student unit development at Carlton Hill, Leeds.

AMA prepared a detailed Transport Statement and Interim Travel Plan for the planning submission, working with Leeds City Council (LCC) Highways in Leeds Influencing Travel Behaviour Team to a successful planning conclusion with support from both teams.

The scheme was granted planning consent and construction implemented soon after.

Key Inputs / Outcomes

  • AMA provided a number of rebuttals to comments from the LHA seeking various highways and mitigation contributions which were not felt justified by the scale of the development proposals.
  • Walking / Cycling access was key, with the permeability of the site paramount. Therefore AMA ensured that the TS and ITP focussed on access by sustainable modes.
  • These routes were subject to scrutiny from LCC Highways and also taking through the full Road Safety Auditing Stages to detailed design, rebutting some of the suggested mitigation by LCC.
  • To ensure that the development would not result in a severe impact on the highway network, a Car Parking Management Plan was drafted for implementation. Key within this document was the management of the beginning / end of term peaks on site for vehicle access. This would be fully managed and staggered into time slots to ensure no excessive movements would occur on site at any one time.
