Highways Supporting Statement, Car Parking Accumulation Study
Project Overview
AMA provided highways support to a planning application seeking the change of use from an approved and constructed A1 Retail Unit to a D2 Gym in Stafford.
The site had already been constructed under a previous planning consent (2011) and had remained vacant for a period of time, thus justifying the use change to ensure its occupancy and maintain the complimentary mixed-use development of the edge of town centre location.
The application successfully gained planning consent.
Key Inputs / Outcomes
- AMA identified through use of the national TRICS database that the retail use would generate a higher trip generation in the peak hours compared with the gym use and as such had a reduced ‘net’ impact.
- AMA provided alterations to the access / egress of the site to complement the existing retail uses on the Kingsmead site and reduce any conflicts with the servicing arrangements and HGV movements. This was done through simple signing and lining changes to minimise capital expenditure.
- The proposed parking on site was also justified by a car parking accumulation study based on TRICS trip rates for UK gyms, as such this was considered by the LHA to be a robust and justifiable approach.
