AMA was commissioned by Galliford Try Building Ltd to prepare a Transport Assessment (TA) and Framework Travel Plan (FTP) in support of a full planning application comprising a 1,200 pupil Secondary School on land to the north of Torre Road, Leeds.
The planning application was submitted and granted with construction commencing in the same year. The schools will open to a pupil intake.
The following key inputs and outcomes occurred on this site:
- AMA worked to an expedited timescale given the deadlines required to deliver the school for the September 2021 intake year, but also Department for Education (DfE) funding requirements.
- Agreement of a stringent, but comprehensive Highways Scope for the TA given the contentious nature of schools traffic generation and the programme a consent was required.
- The scoping agreed that the school would only generate a proportion of ‘new’ trips by private car and that as the site is in a highly sustainable location a significant proportion would be by sustainable modes.
- AMA capacity assessed a number of junctions, reaching the conclusion that the proposal would only have an impact on an already constrained junction in proximity to the A64. A mitigation scheme was prepared, designed and approved by LCC Highways with a commercially sensible contribution being made to construct by this by LCC post occupation of the site.
